Cut the mains and every emergency light in the building comes on. That proves the wiring. The statutory question is whether the fitting is still lit an hour later, on batteries alone — which is a duration test, and the reason we start one in the afternoon and come back before close.
Batteries age invisibly. A fitting that passes the flick test can be holding two minutes of charge — enough to look compliant, not enough to empty a dining room down an unlit stair. Anything that fades early is listed, priced, and usually replaced in the same visit.
